ISSUES:
Jobs
Promote Economic Growth and Innovation
We must expand our research and technological base so that our industries are always at the cutting edge. We must protect our businesses from international theft, destabilization and fraud.
Create Jobs and increase small business
We must encourage job creation and small business development. We must value manufacturing. It is in the manufacturing of the new innovations that flow from research that high value is added, jobs created and economic growth achieved. Our manufacturing must be nourished, and supported with high skilled employees. We must keep jobs in America. Americans can not compete with the low wages and less desirable working conditions found in some foreign countries. Tax policy, government regulations, education and research policy must be aligned to create an environment in which businesses thrive and produce the wealth necessary to support the private and public investments necessary to sustain economic growth. I will preserve our intellectual property rights here and abroad which encourage business branding, innovation and production.
Education
I Put the Children First
In schools we must always put the children first. Students learning must be our top priority. We cannot flourish as a society if we fail to provide the next generation with hope for their future, adaptability and the tools to succeed. It is only by investing in our children and their education that we ensure that every child has possibility of achieving the American dream. In Congress I will work towards free internet for all students, disabled and seniors.
I Support Teachers
Teachers are the key to unlocking the future for the next generation. For students to prosper and learn, teachers must have the resources, training and professional support to meet the challenge. A teacher must feel secure in his job and professional environment. I support teachers.
I Fight for Our Students
We must fund our schools and programs. Budget cuts force school and community libraries to close, eliminate instructional assistants and school nurses, and reduce vital school and community support programs. Recent reductions in education funding have caused teachers to receive layoff notices, accept salary decreases and propose health benefit cuts. I support adult education and senior education programs. I support classified workers who also provide needed school services and keep the kids safe and the school environment healthy and attractive.
I Work to Keep California's Children Healthy
Healthy children are motivated to excel in school, which increases the probability they will achieve success in their life. I fought for the Farm to School, Program as a school board Trustee. The Superintendent opposed the program. Today, the program is a great success and the kids and parents love it.
Environment
I believe that every person who lives in the South Bay and loves it is at least part environmentalist. I am deeply committed to protecting the environment. I believe we are entrusted to maintain clean safe ocean, lakes and rivers. I will also work for clear clean air, and a majestic wilderness for our grandchildren and other Californians.
Cap n Trade
I do not support the "Cap n Trade" proposal which would tax and trade carbon credits. I believe this is a new tax that many people cannot afford. Carbon dioxide excess is a worldwide escalating problem. China is just starting to increase its carbon production and only a global awareness and action will decrease carbon dioxide levels. In the meantime, burdening average Americans with the resultant escalating product costs would be too much for them to bear. We need to promote and protect green plants worldwide. I support improved transportation to decrease emissions.
Internet
The internet has become essential in modern life. All students need internet access for education. Seniors should have internet access for quality of life improvement and to share their years of wisdom. In Congress I will work for free or cheap internet access for all students, disabled, and retired low-income seniors.
Foreign Relations
Israel/Palestine
The United States has a moral and strategic interest in a strong, secure and viable Israel. The special relationship between the United States and Israel is based on shared values and a commitment to democratic principles, and I support continuing that relationship. I am deeply troubled by the influence Hamas and Hezbollah have in Palestine, and America must work closely with Palestinian moderates to help ensure Israel has a partner in peace as we work together to create a two-state solution that works for both sides.
Iraq
The Iraq War was an unnecessary war of choice sold on mistruths, and I opposed it from the onset. By destabilizing the Middle East and increasing Iran’s clout, the Iraq War has made our country less safe. We must “end this senseless war with dignity and do it fast.”
Afghanistan/Pakistan
The border shared by Afghanistan and Pakistan is now the front line in our efforts to rid the world of a terrorist element bent on harming the United States and our allies. A continued American presence there is appropriate for the time being. Our military effort must be matched with an equal humanitarian, education, and economic development effort. Our soldiers are not social workers or nation builders. We must develop an exit strategy that involves all interested countries in the region. We must not let Pakistan’s nuclear weapons arsenal fall into the hands of stateless enemies. With poppy season approaching, we must protect our soldiers from becoming involved with the lucrative drug trade and victims for drug abuse. Our soldiers have been harvesting the Afghanistan poppy crop for destruction, while at night the drug lords take the harvest and produce heroin to be sold in the U.S. and elsewhere.
Working with our Allies
We should work with our allies and free people everywhere to promote democracy, equality, opportunity, and freedom. We must promote international respect for women, children and seniors. This will be a priority of mine in Congress. We know the oppression of women, domestic violence, and brutality interferes with the liberty of all women and makes for a more dangerous and explosive situation which affects us all. Our soldiers are not meant to be nation builders and they should be removed from the Middle East as soon as possible.
Economic and Social Development
America must promote human rights and human dignity throughout the world. We can promote scientific technology which reduces disease and promotes health, as former-President and Mrs. Carter have done in attempting to dramatically decrease infections from the Guinea worm. The extremism and violence found in the poorest regions of the world, conflicts with normal American values. We must work with the international community to promote better international relationships. We must address global climate change internationally and include Russia, and the developing nations of India and China. Issues to be addressed include; terrorism, greenhouse gases, air pollution, water pollution, ecology, preservation of endangered species, and over fishing.
Terrorism
I will ensure our transportation is safe and our buildings, air and water remain safe and healthy. I will seek to deport all persons, including foreign diplomats, who appear to have behavior indicative of terrorism. Unfortunately, waiting for a terrorist to act is too late and a bad pattern to develop. I was a pioneer in preventive medicine and I will pioneer strategies in preventive terrorism. Act BEFORE the strike and prevent it. Many terrorists have mental disorders, probably undiagnosed, and may be using drugs to support their acts. Some are even being trained on U.S. soil. I worked diagnosing mental disorders for many years and I have developed an ability interpret human behavior. I will use all of my education, experience, training and skills to keep America safe and PREVENT future terrorism. I am the QUEEN OF PREVENTION

Health Care
I Provided Free Health Care
I have been providing free health care in the Central Valley since 2001. Many valley residents have no health care or use Medicaid. Medicaid patients often have no medical care - so I saw them for free for years. I provided physical exams, preventive medical care and medical education, as well as referring patients for mammograms and laboratory tests. In Congress, I will work with Congress to fight for a robust public option in order to keep the insurance companies from raising premiums and lowering services beyond reasonable expectations.

Improve Transportation and Infrastructure
We must build and repair our critical infrastructure. The movement of people, goods, and information safely and securely is critical to our economic and environmental future. We must invest in public transportation systems including; high speed rail, Amtrak, light rail buses, metro systems and highway repair. We must maintain our water and sanitation systems, communication facilities, canals, dams, levees, and develop affordable easy solar technology use.

Improve Global Relations
We must be international. California’s economic future is tied to the world. International trade in goods, services, and finance is the mainstay of our businesses and our jobs. Fortunately, the South Bay has a diverse population - we must ensure everybody feels included as a valued citizen. Our students must be prepared for the global economy.
Disabled
I Will Continue Improved Quality of Life
I will continue to work to improve the quality of life and other life issues for the disabled. I sit on an ADA Advisory Board and we have provided the first disability improvements for citizens over the past few years. I will continue my work and see that improvement occurs throughout our district. I am also disabled by an injury, so I understand how important it is to have barriers removed. Access, independence and a productive joyous life must restored.
